Can herpes be passed to a person when the person that has it isn’t having a breakout?

Yes, the disease herpes can be passed by a carrier to another person even when the carrier is not having an outbreak. There is something called “viral shedding”, which means that someone with herpes can shed the virus through the skin at any point in time. It can happen with or without symptoms.
